If you’re going to publicly rate a governor or legislator’s performance, transparency isn’t optional, it’s the whole point. So here’s exactly how GLOW Tracker calculates the score you see on the leaderboard, no hidden formula.
Every sponsor (a governor, senator, state legislator, or House of Reps member) gets scored on two things:
1. Completion Rate. Out of all the projects attributed to them, what percentage are verified as Completed based on the most recent citizen report? A sponsor with 10 projects, 7 of them confirmed completed, has a 70% completion rate.
2. Average Rating. The average of every 1–10 rating given across all their projects’ published reports, a simple mean, nothing hidden.
These two numbers are then combined into a single Final Score out of 100, weighted 50/50: half from completion rate, half from average rating (converted to a 100-point scale). A sponsor can’t score well by only finishing projects poorly, and can’t score well by having nice-looking but unfinished projects either, both matter, equally.
A few important notes on fairness:
- Only published (verified) reports count. A report sitting in moderation, or one that got rejected, has zero effect on any score.
- The most recent report determines current status ; so if a project was “Ongoing” last year and a newer report confirms it’s “Completed” now, the score reflects the update, not old data.
- Sponsors are compared only within their own category; governors are ranked against governors, legislators against legislators; so a Senator with fewer, larger projects isn’t unfairly compared to a State Assembly member with many small ones.
This scoring system will keep evolving as we learn from real usage; but the principle won’t change: every number on that leaderboard has to be traceable back to a real, verified, on-the-ground citizen report. No formula that can’t be explained, and no score that can’t be defended.
